In this lecture, we will explore the system and practices associated with interpreting the Hong Kong Basic Law, examine the debates arising from its interpretative practices, and provide a summary of the common ground and persisting disparities in the interpretation of the Basic Law.

鄒平學,現為深圳大學港澳基本法研究中心主任、港澳與國際問題研究中心主任,法學院教授、博士生導師、國家社科基金重大項目首席專家。 兼任全國人大常委會港澳基本法委員會基本法理論研究領導小組成員、國務院發展研究中心港澳研究所學術委員會委員兼高級研究員、中國法學會港澳基本法研究會副會長、中國憲法學研究會常務理事、海峽兩岸法學交流促進會常務理事等職務。
Pingxue Zou is a Professor of Law at Shenzhen University, holding multiple positions such as Director of the Center for Basic Laws of Hong Kong and Macau SAR and the Center for Hong Kong, Macao and International Issues, as well as Chief Expert of Major Projects of National Social Science Fund. Additionally, he is a member of several prominent committees and associations, including the Basic Law Theory Research Leading Group of the Hong Kong and Macao Basic Law Committee of the Standing Committee of the National People’s Congress, Academic Committee of Hong Kong and Macao Research Institute of Development Research Center of the State Council, and serves as Vice President of Hong Kong and Macao Basic Law Research Association of China Law Society, Executive Director of the Association of Constitutional Law of CLS, and Executive Director of the Cross-Strait Legal Exchange Promotion Association.
