On 23 December 2016, His Honourable Judge Zervos handed down his judgment in the case of ZN, a judicial review challenging the failure of the Hong Kong Government to protect victims of human trafficking and forced labour. The judgment concluded that the Hong Kong Government “failed to achieve even the most basic objectives” in the area of tackling human trafficking and forced labour.

Ms. Patricia Ho, the solicitor representing ZN in the judicial review, will discuss the essential elements of human trafficking and forced labour in the Hong Kong context; look into the efforts the Government has been making in the field; and compare the development of legislation between Hong Kong and other jurisdictions in Asia.
