What is Hong Kong “surrendering”? A closer look at the proposed amendments to the Fugitive Offenders Ordinance by Hectar Pun SC, Anson Wong Yu Yat (Denis Chang’s Chambers)

Recent proposals to change Hong Kong’s extradition laws have generated a great deal of public discussion and concern. In this lecture, the speakers will reflect on the current controversy by (1) briefly introducing the existing mechanism on surrender of fugitive offenders; (2) discussing the implications of the Fugitive Offenders and Mutual Legal Assistance in Criminal Matters Legislation (Amendment) Bill 2019; and (3) exploring alternatives to the amendments currently proposed by the HKSAR Government.

Prof. Hualing Fu, Acting Dean, and Prof. Simon Young, Associate Dean (Research) of the Faculty of Law, The University of Hong Kong will provide commentary following the talk.

Hectar Pun SC was called to the Bar in 1995 and appointed Senior Counsel in 2015. Hectar’s practice spans many areas including constitutional and administrative law, human rights law, immigration law, land law, company law and commercial law. He appears regularly on behalf of applicants in major judicial review proceedings. Hectar has acted for the Catholic Diocese of Hong Kong, legislative councillors, district councillors, demonstrators, police officers, prisoners, refugees and asylum seekers, tenants of public housing estates, sexual orientation and gender identity minorities, persons with disabilities, the underprivileged, etc.

Anson Wong Yu Yat was called to the Bar in 2015. He has developed a broad civil practice with an emphasis on public law, intellectual property litigations and competition law matters. He is experienced in handling complex public law issues, including but not limited to human rights, regulatory, disciplinary, immigration, discrimination and election-related matters. Apart from public law, Anson is also experienced in handling both civil and criminal matters involving complex issues of law.
