Coping with Legal Challenges Arising from the Pandemic: A HKU Webinar Series

COVID-19 – A TRIGGER FOR MINDSET, POLICY AND INFRASTRUCTURE CHANGES REGARDING AI, LAWTECH AND REGTECH

Brian W Tang

Founding executive director, LITE Lab@HKU

The global pandemic COVID-19 is unprecedented in its impact on the loss of lives, our modern globalized economy and 21st century lifestyles. Borders are being closed; person-to-person contact restricted; and vast industries and ways of conducting lives and businesses are being disrupted in ways that may change forever.

As the pandemic impacts our daily lives where many of us are socially distancing, working from home and/or losing jobs, it has also provided a once-in-a-generation trigger for important mindset, policy and infrastructure changes that had previously proven challenging in the complex areas of AI, lawtech and regtech.

The presentation identifies certain phenomena arising from the novel coronavirus pandemic such as:

· the increasing dependence on digital platforms and (non-human) automation;

· the tracking of movement and identity;

· the importance of quality data and analysis for modelling predictive outcomes; and

· the recognition of the need to provide basic income to persons displaced by disruption

to explore how these can impact the development of AI, lawtech and regtech in the foreseeable future, taking into account important values such as the digital divide, access to justice and personal privacy.
